Stamford College Group Rules & Regulations
         For International Students

The following applies to all International Students wanting to study at the College effective 1st September 2000.

1.  Application For Student Pass

1.1

International Students have to apply to the College to have their Student Pass processed by the Malaysian Immigration Department.


1.2

International Students are required to submit the following to enable the College to process the Student Pass with the Malaysian Immigration Department:

(a)   Bank Draft of RM950 (USD250) (non-refundable) (payable to
       Stamford College (PJ) Sdn Bhd).
(b)   8 passport size colour photographs.
(c)   3 sets of all pages of passport (photocopies).
(d)   3 sets of Academic Certificates (photocopies, translated into
       English)


1.3

The College will be responsible for the following:

  • Initial application to Immigration Department for Student Entry Letter
  • Cost of courier service to dispatch letter of approval
  • Phone / Fax charges if applicable
  • International Student Fee
  • Immigration Approvals / Forms / Stamp Duty
  • Student Pass for One Year
  • Airport Security Pass Fee
  • Airport Clearance Costs, if any
  • Airport Personalized Pickup
  • Transportation to College from KLIA
  • Foreign Currency Exchange Services
  • Opening of Bank Account Services
  • Other Ad Hoc Services

1.4

Accommodation

International Students are required to stay at the Accommodation arranged by the College for a minimum period of six (6) months. The accommodation rental per month is from RM250.00 to RM400.00. The rental for six (6) months amounting from RM1,800.00 to RM2,400.00 has to be paid at the time of Registration at the College. This comprises 2 months Deposit and 4 months rental. The College must be informed one month in advance where accommodation is required.


1.5

English Language Evaluation / Test

International Students are required to undergo an English Test to prove their competence in the the Language. Those who do not pass the test will have to undergo an English Language Proficiency Course (ELPC) for six (6) months before they are permitted to enter a Degree of Diploma Course. This is necessary as all the courses in the College are conducted in English. The total fees for the ELPC is RM4,800.00. Students with a TOEFEL Certificate of score of 550 and above will be exempted from sitting for the English Test and the ELPC. Other equivalent certificates will be accessed based on their individual merits.


1.6

Single Entry Visa Application

The approval for a Student Pass by the Malaysian Immigration Department normally takes 21 working days from the date of submission of the application. Once a Letter of Approval for an international student is issued, it is dispatched to the student concerned, either by fax, post or courier.

On the receipt of the Letter of Approval, students can make preparations to leave for Malaysia. First, they should check with the nearest Malaysian Embassy / Consulate to ascertain if a Single Entry Visa is required. If there is such a requirement, they should make an application at Malaysian Embassy / Consulate before leaving their country. Students from China have to get their visas from the Malaysian Embassy in Beijing or the Malaysian Consulate in Guangzhao or Shanghai. International students from countries that do not require a Single Entry Visa may proceed directly to Malaysia.

The letter of Approval has to be produced for immigration clearance upon arrival at the Kuala Lumpur International Airport (KLIA). This Letter is valid for three (3) months from the date of issue.


1.7

Travel Arrangement

International students must notify the College of their travel arrangements; the date of arrival, time of arrival and the flight number at least seven (7) days before their arrival in Malaysia. Students will be met at the KLIA by a Stamford Staff and escorted out of the airport.

Students should provide the College with their current address, telephone number, fax number and e-mail address to facilitate communication.


1.8

Immigration Security Bond

International Students have to pay an Immigration Security Bond (compulsory requirement of Stamford College) and is refundable on the completion of the course (minimum one-year) and upon cancellation of the Student Pass by the College. The Bond payment varies from country to country and a copy of the schedule is attached (Attachment 1 - Security Bond Schedule).

Students holding a Student Pass, have to apply for a Re-entry Visa should they decide to travel out of Malaysia before completion of their course. Application for re-entry visa will be done by the College for the students.


1.9

Extension of Current Student Pass

It is the responsibility of International Students to submit the following particulars to the College ONE MONTH before the date of expiry of their Student Pass, in order to apply for her extension of their Student Pass:

i)    Two (2) sets photocopies of Passport.
ii)   Payment of RM200.00 Immigration Fee and RM120.00
      Insurance for Student Pass Extension.
iii)  A performance / attendance report / letter from their
      respective course coordinator / lecturer.
iv)  A letter of termination from their previous college together
     with the Certificates attained, performance records and
     attendance records must be submitted by students
     transferring from other colleges.

International Students who do not observe the above are liable for a compound for overstay, imposed by the Malaysian Immigration Department.

All offending students have to pay the compound on their own.


1.10

Dependent Pass

All International Students must apply for a Student Pass. Students holding a Dependent Pass will have to cancel their Dependent Pass once the Student Pass is approved. They cannot hold two passes.

Students with a Dependent Pass will have to submit it together with photocopies of their father's / spouse's passport when they apply for their Student Pass.

Students with a Dependent Pass will also have to show proof of the father's or spouse's work permit validity. Diplomatic passport holders do not need a Student Pass. (As long as their spouse/parents are still attached to the Embassies).

When students have completed their studies in Malaysia, they can re-apply for their Dependent Pass.


1.11

Illness and Medical Treatment

International Students are required to insure with the insurance company arranged by the College for hospitalization. All cases of serious illness have to be reported to the International Marketing and Promotions Department for a letter of guarantee to be issued.

All expenses incurred for outpatient medical treatment shall be borne by the students concerned.


1.12

Attendance

International Students are expected to attend a minimum 95% of all classes. Students must substantiate their absence with supporting documents, medical certificates or equivalent.


1.13

Activities Contravening Laws

International Students should not engage in any activity contravening any law enforced in Malaysia. Any student found guilty of any criminal offence shall forthwith be subjected to Malaysian Law or be deported from the country.


1.14

Employment

In Malaysia, students on full-time courses cannot work their way through college. Bona fide students who have been admitted to Malaysia for full-time study are prohibited from taking on any form of employment, part-time or full-time.


1.15

Student Pass - Regulations

The Student Pass is non-transferable and permits the student to study at Stamford College only.

In the event an International Student decides to study at another private institution after his arrival in Malaysia, the College will cancel his Stamford College Student Pass. The International Student then have to return to his Country of Origin and apply for a new Student Pass to the new college of his choice.

A Student Pass that is valid for one (1) year will be obtained after arrival in Malaysia and registration as of an International Student at Stamford College Student Pass. The College will also apply for a re-entry pass. This will enable students to leave and re-enter Malaysia without any difficulties.

The College reserves the right to cancel the Student Pass of any International Student found to be contravening any rules & regulations of the College or the laws of Malaysia.

The College reserves the right to change the rules and regulations from time to time without prior notice.
